It discusses the miltary difficulties encountered by George Washington at the beginning of the Revolution, when he had only temporary militia under his command. Even when the Articles of Confederation were adopted, the military institutions were dependent upon the states, which were not reliable in providing the necessary men and money. It closes with a description of how these problems were mitigated in the U. S. Constitution, with explanations using excerpts from the Federalist Papers.
